Boondoggle or whatever, the High Speed Rail Project is an excellent
example showing the inherent risk of infrastructure building in another
country. Unlike domestic project, oversea project in developing nations
entails a lot more uncertainty and risk in every aspect of any project.
From politician unilaterally altering the term of the contract and
protesting farmers.
